Kerbs covered in debris, no clear markings at the roundabout

The kerbs on the exit of the roundabout are covered in grit and debris with no clear kerb line, this currently acts as a ramp. A hgv swerved to avoid an accident with another vehicle and instead of bouncing off the kerb it went over it due to the grit and debris and rolled over into the ditch. The other vehicle was in the right lane to turn to Victoria lane but went straight on, causing the hgv to take evasive action. No clear signage on the road or the roundabout sign to clearly inform drivers which lane to be in.
