Travellera blocking wmergency exit from the M62 by the Womersley Road over pass

There are travelers blocking the M62 access road. By the aide of the Womersley Road over pasa. I thought the gate from the M62 meant this is for emergency services use. Nothing could get down between the caravans it has been occupied for over 2 years

We’re in contact with North Yorkshire council who are responsible for the road – they would be best placed to advise you further.
The road is not used for releasing trapped traffic in the event of an incident. For prolonged incidents where traffic cannot be released past a scene, Police or Traffic Officers use ‘rearward relief’ where traffic is turned around under controlled conditions and released to a junction prior that is suitable for use by all vehicles and where a diversion can be implemented safely. A ‘reverse access’ procedure is employed for emergency service access where this is required from a suitable junction that is past the incident scene.
