Sign at cyclist's head height

This large roadworks sign has been placed extending ~1ft over the cycle path, with the corner of the triangle being at approx the head height of someone cycling. In the dark, the sign would be hard to see from the rear, and could lead to a nasty accident. The heavy sand bags holding it in place mean can't be easily moved.
