Plant crossing too long

The temporary traffic lights on Mottram Moor to allow for plant machinery to cross are not being used in accordance with the plan outlined in the update issued to residents and shown on your website. Your plan states the crossing will stop traffic for 60-90 seconds, yet on 2 occasions today, the traffic was stopped hugely in excess of this. At around 3:15pm the traffic was stopped for over 2 minutes, and then at 4:45 the traffic was stopped for 4.5 minutes whilst several plant vehicles crossed and a road sweeper crossed, and a workman swept the road. This is at peak times and is completely unacceptable - this caused extreme queues in an area that is already extremely congested. The workmen need to ensure they are doing everything they can to reduce impact to road users and residents as much as possible but this is not being done. Please can you ensure this is investigated and action taken accordingly because as a resident of the area I feel trapped in my own home due to the issues in trying to travel anywhere. I had already queued for half an hour from Tesco in Hattersley due to the extreme queues when it should be no more than a ten minute journey, so it was extremely frustrating to see the cause was in part due to the workmen taking liberties with the lights. Please investigate my concerns promptly.
