Potential Hazard by inappropriate use of layby

This is one of the most dangerous situations that I have seen and is a potential risk to life if not addressed. Excessive cars are blocking access to the layby by parking in a non-designated area on the approach to the layby, causing potential accidents involving cars travelling towards the airport on the A696. Vehicles park and wait for airport arrivals, and are not using this area responsibly. They refuse for unknown reasons to use the newly built free 90-minute parking at Callerton Parkway. A temporary sign has been placed there over the last week, but this is not sufficient, and more directions to the parking area need to be made more visible. I am certain that someone will be seriously injured, or a fatality will occur due to this situation. This is a persistent problem: vehicles approach the layby, brake heavily, and are unable to access it due to too many cars. Action must be taken.

Thank you for your report. National Highways are aware of the perception of safety issues on our northbound layby on the A696 close to Newcastle International Airport. It is also noted although there is a perception of safety concerns, there is no current injury collision record associated with the layby.
National Highways is required to comply with standards set by Department for Transport and in particular the Traffic Signs Regulations and General Directions 2016 (TSRGD). Unfortunately, following research we have determined there are no legally prescribed signs, that would meet the requirement, appropriate for installation on our network. We will continue to investigate what options are available to help the Airport sign their free waiting facility.
National Highways are not an enforcing agent, enforcement at this location is the responsibility of Northumbria Police who we have made aware of these concerns.
