Tent just off hard shoulder

I was returning to Ashford on the coast bound M20 and at the end of the on-ramp at Junction nine on the opposite carriageway (so on the London bound side) I noticed a tent just set back from the road. It did appear quite dishevelled as if it had been there sometime and I didn’t see any people, but it was quite unusual to see a tent that close to the hard shoulder of the motorway.To access this location you would need to stop on the hard shoulder of the london bound M20 (or come at it from the back but i dont know whats there behind it?)
