Stopping traffic heading west

The traffic lights are causing issues with traffic, causing major congestion due to the new lights stopping traffic heading west when there are no pavement users crossing at the lights.

Good afternoon I am reporting new replacement traffic lights on Clay lane running from Sainsburys Burpham to Jacobs well road over the A3. They were recently replaced but are still running incorrectly and causing us local's horrendous traffic jams. Clay Lane going towards Jacobs well traffic lights at the A3 turning should only turn red if a pedestrian crosses, there is no other reason for it to keep turning red. It has always been this way for 20 years and recently I reported this and was told they were not working properly and would be replaced in April which they have now been replaced. Please can someone reset them to stop our village and Burpham village having awful build ups of traffic it's unnecessary and unfair to us locals trying to get to work and school. Please can you let us know if this will be resolved.
