Overgrowth of ragwort affecting Farming fields nearby

The verge vegetation is full of ragwort. The neigbouring fields have horses grazing the land. The ragwort flowers and seeds blow into the horses paddocks. It is highly toxic to horses. Currently there are around 800 plants to be dug by hand in the horses paddocks. It’s back breaking work and the ragwort comes back every year from the plants along the side of the motorway in this particular spot
