Blocked drain, affecting traffic and causing damage

This drain has been blocked for some time. It's completely full of soil up to the very top. When it rains, water pools dramatically at this point, and traffic slows to avoid it on the A36. However if a driver doesn't spot it, there's a huge splash, which hits pedestrians, including my children several times on the way to and from school. The constant water splashing also is damaging the pavement right next to the drain, and my own driveway too, which will be expensive to repair. The drain needs to be cleared, or a better solution installed, for such a busy and important road.
