Protruding cat's eyes

The cat's eyes along this stretch are protruding very badly, particularly this one in the photographs. I ride this stretch of road every day and yesterday I damaged both wheel rims on my motorbike going over the cat's eye when passing a car. How do I go about claiming for the damage?
