No lights on the M60!

Most lights are off on the M60 The mark on the map is where I nearly crashed due to poor visibility, mistaking road markings for a person. It's just not safe. If there was light I wouldn't be in shock. I work night shifts. Driving should be safe. I shouldn't have to wait until it's light outside. What's the point in having lights that are off? The speed limit is too fast without light. I actually thought somebody was in the road. It's not my eyes. It's the fact the lights are off. The road markings and other lighting created a figure and considering I finished work at 0330 a normal time for many people to drive it can play tricks on you after a hard days work to drive in such darkness. It happened at around 0315 near the exit towards Bradbury. In between speed cameras. I switched lane and panicked.
