Road surface along M40 causing noise to nearby homes and towns/villages

Road surface is failing in parts, and while some areas are brand new tarmac, others are older. As a result, people living nearby deal with lots of ambient motorway noise which has worsened lately. Can the road surface, when near homes and towns, be fixed entirely? It is particularly bad from J1 (Uxbridge) and J1A (Denham Interchange) to and just past J2 (Beaconsfield). Thank you
