Road lighting control pillar door open, blowing in the wind

Galvanised road lighting control pillar door is unlocked & open. 440volt distribution boards exposed inside. Pillar is located on a public footpath above the Bowes Incline underpass. There is a 4 metre fence between the A1M & the footpath at this point, the pillar is on the side of the fence remote from the A1m
