Unnecessary flailing within nesting season

The hedge in this area has only been recently flailed.(prior to the incident last night, 25th March/26th March) I know this as I live at the property adjacent and parallel to the A27. There has been totally unnecessary flailing within nesting season with no apparent safety issues to either pedestrians or vehicles. I walk along the pedestrian area here and there was no growth coming close to the path, indeed, it's a very thin hedge offering very little in the way of growth at all. Certainly the cars and their visibility inside the vehicles are not impacted whatsoever. Again I have been in a car numerous times along this road, so speak from experience! Please offer me the reason why this has been done. I will need a wildlife survey or visual impact or other safety consideration survey to look at.

The works were carried out under our routine cyclic vegetation maintenance programme.
Recognising that the bird nesting season has commenced, prior to start of the works our service maintenance partners environmental team carried out a desk top survey covering the extent of the required works to identify any areas with significant environmental sensitivities or constraints. Such areas were removed from the scope of works. Our contractors are trained and competent to carry out a point of works visual inspection of environmental concerns before we cut any vegetation. Spotters are on site throughout such works in front of all the tractor for the purpose of spotting nesting birds and other signs of wildlife. We had no environmental reports or concerns from our contractors around this site.
