Rocking manhole cover

Rocking manhole cover. Last night the road was closed AGAIN on the section where this manhole cover is. This is the second time this section of the road has been completely closed yet no repair done to the cover. People here are suffering from sleep deprivation due to this months long problem. I was woken 4 times through the night last night. Why are jobs not coordinated? No wonder our council tax bills are so extortionate when a simple thing like coordinated works can't be organised. This cover needs to be fixed. It's been months. All that's happened is a yellow cross has been sprayed on it. I am disabled and need to sleep properly. This is making me ill. If this is not fixed I will be seeking legal advice for harm done. People here are furious with the lack of service.
