Illegal Parking and damaged verges

Can something be done about the lorries and vans that are parking directly opposite the entrance to the Inland Border facility as well as to the right of the area as you look at the entrance (Both are obvious when you attend site).
I believe both areas are not intended for parking (especially overnight facilities). A large amount of damage has been done to the verges , kerbs and even a full traffic light has been knocked down (since just removed). Rubbish is also left by the users of the areas.
Plastic cones are sometimes placed across the areas, but these just get moved (or run over).
A more permanent measure needs to be put in place and enforcement action taken against those parking there.

We appreciate you bringing this matter to our attention regarding parking and litter at this location, and we understand the frustration this may cause for road users.
This section of the A2070 is still managed by Kent County Council (KCC), as it was previously part of the Inland Border Facility development and has not yet been handed back to National Highways.
Unfortunately, we’re unable to assist with this matter as we do not currently manage this section of road. In addition, we are not an enforcement agency and therefore do not hold any legal powers to address road violations such as illegal parking. Enforcement responsibilities rest with the local police, in this case, Kent Police.
If you witness unsafe parking or driving behaviour at this location and can safely gather evidence, such as dash cam footage, we’d encourage you to report it directly to Kent Police at www.kent.police.uk. Consistent reports from road users can help highlight the ongoing nature of the issue. We would also recommend raising this with Kent County Council at county.hall@kent.gov.uk.
In regard to litter, I understand how frustrating it is to see discarded litter along the roads whilst travelling on the road network. We regard litter as a significant issue, and we share your concern about the amount of rubbish discarded on our roads.
As part of the terms of the Environmental Protection Act 1990 responsibility for litter clearance on ‘A’ roads including the A2070 lies with the relevant local authorities or County Councils.
