Road blockages

Sent to National Highways less than a minute later. FixMyStreet ref: 9058659.

I've been travelling on the A3, towards the Hindhead tunnel (both ways)and have been stuck by the tunnel when its been either closed at night due to repairs etc. or similarly, if there's a hold up or accident as happened on Tuesday, 3rd March. Can mobile electronic signs, initially be placed at the Haslemere junction and Thursley junctions allowing traffic to turn off with enough notice so you don't end up only finding out once you are stuck? Also, at some stage, have permanent boards letting motorists kniw to turn off in good time if there is a problem/closure with yhe tunnel? Thank you.
