A out of use electrical structure needs removing

This old electrical appliance/structure has been outside of my house for decades now and has deteriorated, rusted, fallen over and has cables exposed. I think it may have had something to do with the previous traffic-light crossing, that was there before the overhead bridge was built. I have no idea if it is still 'live' or not. Both my husband and my next door neighbour have reported this previously over the years, requesting that it be removed, and the only thing that was ever done was a traffic cone was placed by it, which subsequently ended up in our front garden! Please can this structure and all connecting cables be removed once and for all?
