Noise and light pollution due to inadequate fencing M6

Dear Sir, Madam I believe that the noise (audio) and light cancelling fence has been finished too soon and allows light and noise pollution from the M6 to affect domestic residences, it also allows air pollution to escape, the fence is directly opposite to Loom Crescent Bamber Bridge, some cover is given by local woods but in winter this is not adequate, We are within 100 meters of the motorway and so therefore the fencing may not be meeting the legal requirement that protects domestic residences from motorway pollution. If the existing fencing was extended it would solve the problem, this is a new estate and this possible issue may have been overlooked during build.
