Between junction 4 and junction 5 on M1 cones left there for 6 years!

Between junction 4 and junction 5 of the M1 (travelling in the direction of junction 5) there’s a section of 30 or so cones on the hard shoulder positioned both around one of the electronic boards (I THINK labelled 2238A but this is snatched from looking quickly when going past at 70mph so could have a digit wrong) and around the bridge that comes after that board. The cones have been there for 6 years now (since I left a previous job and used to travel this way previously) with no work seemingly having taken place on the electronic board or bridge or hard shoulder in those years day or night. I can only assume that they have been left here accidentally for years.
