Temp lights not setup correctly

The 3-way lights releasing traffic from the side road onto the A35, is releasing traffic about 30-40 seconds too early and the traffic coming from Winterborne Abbas direction are still passing the junction That or , possibly 3-4 cars are coming through very late on red. I was on the side road for 2 cycles of Red to green and observed the same "near miss"
