You are not worried about optimizing the motorways, I come down here every morning and I never see the left 2 lanes being used. You need to put keep left signs going right the way up and start enforcing fines on people who don’t keep left as it’s driving without due care and causes a load of traffic. This is a absolute joke and no one pays attention and I believe this would help with people opening their eyes and using the left lanes. It may aswell be a dual carriage way the way everyone uses it. You have to start enforcing penalties for people driving without due care and not using the left lanes( lane hogging)
