Water ingress from public road into property

For 4.5 years we have a steady flow of water form the A21 into our property at Mountpumps Oast when it rains. When it is a heavy downpour, our drains cannot cope with the excess water and leads to issues such as flooding, getting wet when accessing the cars and washing our gravel away. The larger issue is that we should not be having water diverted from the public road into our property and would like to discuss it with a view to a remedy please. I have photo and video evidence.
