Multiple lights not working on approach to and on roundabout

• The lights at the round about following the exit of the A1(M) to the 414/A6129 towards Welwyn garden city/Hertford. These lights have been out for some time. In the evening of Thursday 8th of January, my car hit the centre of the roundabout due to poor visibility, resulting in a deflated tyre the next morning. The tyre had a cut where it hit the kerb and had to be replaced at the cost of £84 and £40. Will the National Highways council reimburse me for this cost? And repair the lighting at the round about ASAP?

• Lights are not working on the roundabout, seemingly from all directions. I drove through at about 4pm today from Comet Way to A6129 and no lights I could see were working, including those coming off the A1M jct 4.
