Street lighting

Sent to National Highways less than a minute later. FixMyStreet ref: 8595422.

Surprisingly (given its just had millions spanked on it) much of the lighting in the central reservation both before and after junction 10 is not working. The lighting at the edge of the road appears to be functional.
