Road cone layinv in middle of sjngle open lane of A14, not visible as laying down and has caused major damage to my cars bumper on A14 Junction 58 roadworks

FixMyStreet ref: 8567355.

A road cone from current lane closure on A14 at Junction 58, Woodbridge A12 turnoff, was laying in the middle of the open lane and was not avoidable to oncoming traffic as not visible until too late. The cone has now done excessive damage to my cars bumper, breaking the fog light in the process.
