Motorway Fences are not high enough and not sound proof fencing

The fence which runs adjacent to the M3 up Cliddesden Road has no sound proofing and is not high enough. This causes noise pollution all day and especially at rush hour. They have this issue in Reading along the M4 but they have sufficient high sound proofing and fences. Please can this be looked into
