Water frequently running through the concrete structure

I often walk beneath this road bridge across the River Don and have done so for many years. There has always been a noticeable and continuous drip of water through the concrete structure, presumably from the road above, but it has recently become a torrent when it’s raining. On 15th December during heavy rain it became a deluge from morning until night and I’m concerned that the flow of water may be damaging the structure.
