Multiple lights not working

I recently twice travelled round the M25 from J10 to J31 on very wet nights. There are mile after mile of street lights out on this entire stretch, and where they are working here and a large number out. I then went on to the A1306 and into Thurrock Services, this road again in near complete darkness. To my knowledge, round near J10 / J9 these have been out for many months, and I can see have been reported before. When will this dangerous situation be resolved?! With standing water not clearly visible this is an accident waiting to happen on the busiest stretch of motorway in England.
