Whole lighting section not working

On the 3rd of December 2025 at approximately 5:30 pm, I was proceeding south on the Welsh road in the dark. The street lamps were off and the road was in total darkness except for the car headlights. The road surface was dry and visibility was normal. I am unfamiliar with this stretch of road, so I had reduced my speed accordingly dropping back from the cars ahead of me. I was able to see the traffic lights ahead of me at the top of the hill where I intended to turn right towards Deeside. As I crested the hill before Shotwick, my headlights were pointing across the dip so the bottom of it was in darkness. Continuing, I dropped into the dip approaching Shotwick, the single carriageway widened and I saw road marking to direct traffic to the right. Assuming this was to facilitate early lane positioning for the upcoming traffic lights. At this point I was travelling downhill and the headlights had not yet illuminated the upward side of the dip and the traffic island. I moved over to the right. And after two road arrows, was shocked to see an unlit traffic Island right in my path. I was almost on top of it and traveling at about 45 mph. I couldn’t just swerve back to the left without checking my nearside mirror. I did so as the following car hadn’t moved up on my inside, I swerved to the left but unfortunately clipped the island kerb with my right-hand tyres, destroying the front one. (A hole in the sidewall). The street lights were out, the traffic island was not illuminated and the kerb was unpainted making it almost impossible to see in the circumstances. By the time I was able to see the change in colour of the tarmac and the Island, it was too late. Later examination of the kerb I had struck, showed historic damage from other vehicles being caught out in similar circumstances. I would point out that due to me reducing my speed and dropping right back from the cars in front, I was not able to see the traffic Island or red tarmac in the headlights of the preceding cars. I also had the glare of the oncoming traffic to contend with, which threw my side of the road into contrasting darkness. Luckily no other vehicles were involved and no one was injured.
