This right hand lane of the slip road from the M40 has been coned off with no signs of any work being done, causing tailbacks onto the M40

Looks like the tarmac has a spillage that needs cleaning up or possibly burnt from a fire? Has been like it for at least two weeks, with no sign of any work, coned off causing tailbacks.
