White lines are faded possibly leading to recent accident

I have been informed by a Wiltshire Councillor that there has been another bad accident at Black Dog Hill. His view is that the white line markings that are faded may have contributed. I would be grateful if you could assess as part of your post accident safety review. Thank you.
