Dangerous traffic conditions J14

The traffic is queuing every day from 4pm onwards at Juntion 14 Northbound, back onto the hard shoulder and the inside lane. This is a fairly recent issue in the last couple of weeks, so something must have changed with the traffic light sequencing. Once you get through the traffic lights, there are no onward traffic jams and everything appears to be clear.
