Flags cable tied to post

Hi - I came on to the A64 at the 1079 - York Junction heading towards Leeds/A1(M) Flags have been attached along that section and at intervals along the York section of the road. I believe this is very dangerous- as a high gust of wind could blow one of these flags into fast moving traffic This also must have been extremely dangerous and for the people who did this as there were no hard shoulder areas to stop and road users have to avoid these people as they attach them. This act could endanger motorists and add additional problems for the Police/Fire Service and NHS.
