Public footpath along side the A453

I dont know if this falls within the National Highways remit, but the pavement that runs along side the A453 from Long Lane which is north of Kegworth to a turn off for East Midlands Parkway railway station. I have used this a few times now, on a bicycle and on foot and have never felt as unsafe or scared for my life as that walk. When walking head-on with the traffic hurtling towards you at speeds of upto 70mph from cars, lorries etc I just cant believe that there is no barrier of some sort for at least some sort of protection. I walked it last week and a number of vehicles tooted their horn thinking I shoudnt have been permitted to walk it. Of course it is a path, as the blue person & child sign indicates, but nobody in their right mind would ever walk a child on that path so close to a dual carriageway. I challenge anybody whose remit this falls into to walk it and they will see that you put your life in danger by walking it. If this isn't a National Highways area of expertise, please let me know whose it is. Many thanks
