Temporary road sign overhanging path dangerously

Temporary road signs have been positioned in a field access but they overhang the shared use path along side the very busy dual carriageway. Path users may need to move onto the carriageway to pass them. There is space to position them further off the road. Whoever put them there clearly knew they were a hazard - they put a traffic cone by one of them - but didn't consider eg wheelchair users who will not be able to pass safely.
