Dead animal potentially a pet cat

I reported this issue yesterday via phone & email, i tried to report to local council this morning as it is still in the road but it says highways are responsible. There is an animal, potentially someones pet cat ( can't be totally sure) in the middle of the A56 carriage way as the road joins from Woolpack Roundabout Haslingden with the A56 towards Rambottom. It is at the bottle neck on the road markings. Yesterday it was causing people to swerve, today people are swerving birds that are flying down to eat parts of it....meaning more distraction & potentially more road kill. It needs removing asap & if it is a cat it needs scanning for a chip, its pretty distracting, distressing & the more it decomposes the more it becomes a food source. I'm sad that its still there 24hrs after reporting via phone i really hope it doesnt cause an accident with people looking, or avoiding it.

Safety is our highest priority and any animals on the carriage way that pose a risk to vehicles and their occupants will be removed as quickly and safely as possible.
Household pets, such as a dogs and cats, will be retrieved, and we endeavour to reunite pets with their owners if they can be identified through microchips or other identification.
Wild animals, lying off the carriageway, on verges or the central reservation, are normally left to naturally decay. However, they will be removed if they are considered a hazard, a danger to public health or there is a statutory obligation for testing or removal.
This was the remains of a badger, which has now been moved to the hard shoulder.
