Thank you for your report regarding litter and vegetation.
We manage an extensive road network across the south of England. When recurring litter hotspots exceed the thresholds outlined in the Defra Code of Practice (Grades A to D), we instruct our maintenance partners to prioritise clearance outside of our standard annual maintenance cycle, if necessary.
On 13 October 2025, our team visited the location highlighted, including the 2 roundabouts and link roads at Ebbsfleet. They observed a minor build-up of litter; however, it doesn’t currently meet the criteria for Grade D. As the litter levels remain below these limits, no immediate action will be taken at this time. We’ll continue to monitor the area through routine inspections and will initiate remedial work when required.
Vegetation maintenance is carried out on a yearly cycle to ensure all necessary areas are addressed at least once per year. Additional work is undertaken only if a location requires more frequent attention or presents a safety concern. Unfortunately, vegetation that is considered cosmetically unsightly does not qualify for extra maintenance. During our inspection, no obstructions were identified at this site currently.
Kind regards,
National Highways
