Raised surface between J9 and Cobham services

There is a raised surface coming from J9 towards Cobham services. It goes across 3 of the 4 lanes. At 70mph, it feels like you will lose control of the car. Very dangerous and needs resurfacing asap. I have been past it many times and it feels like a speed bump and will only get worse.
