Requirement for a safety barrier

I have just been informed that my case 8126230 has been closed and advised to contact the local council. I have visited the Hampshire County Council website and I am unable to select the location, I assume because it is the A31 junction, as I can select other locations in Ringwood. Please can you review my request again, as I truly feel there could be a serious accident at this location and it would be a shame if it was as a result of the Highways agency or the council taking responsibility.
Original details:
Whilst cautiously using the cycle way today heading towards Ringwood and keeping to the left-hand side, at the sharp right hand bend and pinch point I met with an on coming cyclist who was riding a mountain bike in the middle of the cycle way. This resulted in me having to brake and swerve to avoid the other cyclist, ending up very close to falling off the high kerb into very fast on coming traffic using the slip road, my heart was in my mouth thinking what could have been.
I appreciate in a previous report it states the kerb meets a criteria for stop traffic mounting footpath/cycle way, but what about pedestrians and cyclists falling into the traffic???
Please can you reconsider adding a fence along footpath/cycle way at this location, as I feel it is only a matter of time someone will fall off the high kerb at this very sharp bend and pinch point, resulting in serious injuries or death.

I can confirm that this location has been recorded by our team who manage future improvements on our roads, including requests for barrier reviews. It is one of many areas that is on our Network Needs list for possible review. This list covers the whole of the south east, therefore we have to prioritise putting forward any suggestions using available data, unfortunately this area is not one of those currently considered in this financial year. Your suggestion has been forwarded to them.
Having recently completed our Ringwood scheme we will be reviewing all data to monitor the effects of the improvements on the network with a Post Opening Project evaluation report and these are collated one year and five years after the completion date. Data collated from these can be used to support our requests for ideas on the Network Needs list to be put forward for studies. These reports will be published on our website when completed.
