Bridges being used to fly flags

Has the highways agency given permission to fly flags on bridges? They are clearly Political statements and not indicative of national pride. They should be removed

    We have passed this to one of our local inspectors to confirm that this is on our property. Safety is our priority and we do all we can to protect those who use our roads. Items such as flags attached to a bridge could pose a danger to motorists on the road below and so may need to be removed for safety reasons.
