Damage to Street Furniture and littering that causes distraction

There are 2 Flags tied to the lamp posts either side of the junction and the street furniture has been spray painted making it difficult to cross the junction safely. This is an extremely dangerous junction and the last thing it needs is defaced street furniture and flapping flags to distract the drivers. Please remove and replace the damaged street furniture as a matter of urgency.!
