Large flag on bridge railings

Sent to National Highways less than a minute later. FixMyStreet ref: 8098510.

Large england flag on the bridge railings at M6 junction 40 north bound over the motorway. Flag does not look secure and is flapping in the wind. Concerned it will come loose and end up on the motorway, covering a windscreen causing an accident. Can it be removed from the bridge please? Thank you
