Flags have been tied to the barriers on both sides of the bridge

Sent to National Highways less than a minute later. FixMyStreet ref: 8097601.

The flags are flapping in the wind meaning I was unable to ride my horse over, nearly going over the barriers of my horse. A major incident waiting to happen.
