Uneven surface

M62 towards Warrington and Liverpool coming up to Junction 11 to Birchwood

The road is very uneven and bumpy almost like speed bumps however in my opinion is unsafe when travelling up to 70mph and is causing damage to my car over the time as I travel this way every day to work. Part of the road surface around this area has been smoothed over and is great but not all of it has and I just wonder why half a job has been completed? Why only fix half the road surface rather than all?
