Very large Flag suspended over A3 from bridge

An articulated transport with a crane is parked on a very small bridge over A3 near the Liss roundabout. A huge flag is being suspended from the crane over the road. This is a hazard on many levels: distraction, possible hazard and issue with the abandoned vehicle parked on a weak bridge. It’s been there for at least a week
