Flags on outter bridges above motorways

I have been driving down the m60 from oldham to Worsley today. There are a number of St George's and union jack flags cable tided to the outter frames of the bridges. I thought as I was driving there one of them will end up breaking off due to the winds along the motorway. Then on the way back at junction 20-21 the flag has already sustained a broken cable tie leaving it only attached with one tie. If these fall onto a car windscreen they will kill someone. Then who will be responsible? Please remove them for the safety of those who use the motorway and are innocent in all of these extreme situations we are seeing
