Underpass lighting not working

Sent to National Highways less than a minute later. FixMyStreet ref: 8044276.
The lights in the underpass between Roestock Lane and Lane End are not working. I've been told they have not been working for some years on one side, but now the other side have been covered in black paint.
This is making the underpass dangerous for pedestrians and cyclists.

Lights are still not working and as the days shorten this means the underpass is dark in the evenings. Please can this be addressed as residents are worried about their safety.

The lighting is still not working; it’s now October and the days are shorter and this is increasingly dangerous. Please fix this.

Still not working, along with the street lighting in Lane End, Hatfield and Roehyde Way, Hatfield.
Maybe Hertfordshire Highways and National Highways need to talk to one another to decide who’s responsibility it is to repair these lights.
