Critically dangerous overhanging tree

This property has an overhanging tree that is obstructing access along the pavement on Derby Road, Bramcote.
This is a significant health and safety risk as the only way to legitimately avoid the tree is to step into the bus lane on this 40mph road.
I regularly jog along there hence why I don't know the specific house number. However, I am mainly concerned about children and pushchairs potentially stepping into the road.
I think either the homeowner or council need to get out there pretty sharpish and cut the tree back to an appropriate level.
