Sewage welling out of manhole cover

Sent to National Highways less than a minute later. FixMyStreet ref: 8013542.

On A23 south bound, under the A27 bridge. Sewage welling up out of manhole cover. This is flowing across two lanes, cars at 50mph are causing it to spray, causing a health hazard. I contacted Suthern Water, who said this particular leakage is the responsibility of either a local authority or the Highways Agency. There were 3' high gushes during recent heavy rain, and the last two occasions I've driven down there it's been the sewage seepage, despite little rainfall.
